Ondo State Governor, Dr. Olusegun Mimiko, on Monday held a meeting with his Osun and Ekiti states counterparts, Mr. Rauf Aregbesola and Dr. Kayode Fayemi respectively, in Akure where they unfolded plans for economic ties among their states.
The meeting also agreed to maintain a common position on the review of the 1999 Constitution that would ensure the practice of true federalism.
Fayemi, who briefed journalists after the meeting said the three states had agreed to form an economic bond that would improve the lives of their citizens.
He said the idea of integration was not about race but about contiguity between states that are neighbours and share the same geographical boundary and values.
He said, “We believe that, as progressive minded people who are also governing a well educated and enlightened people, we should find a way to synergise our programmes.
“We need to organise our states in a manner that our economies of scale would ensure better delivery of good governance. It is all about geographical contiguity.”
Fayemi said the three governors were committed to making a difference in the lives of their people.
“We want to collaborate and work closely together in the areas of power generation and distribution; we are looking at the rail system, edcation, health centre, renewable energy and other areas where we can touch on,” he added.
Fayemi said there was the need for regional integration among the states of the zone. He said the state governors should not allow complacency so that there would not be a disconnect between the government and the people of their respective states.
“We must not allow complacency. Our people love us but we have the burden of the mandate. There are lessons to learn. There are core values people know us for and these values must not be jettisoned because of politics.
“We have to deliver dividends of democracy to our people. We have ties and we must not do anything to undermine the ties. If we allow the ties to slack, the opposition will penetrate our ranks and that will not be in the interest of our people who voted us into office,” he added.
Aregbesola explained that it was not good for the three states to see themselves as separate entities because they were politically and economically connected.
The governor, who said he grew up in Ikare-Akoko in Ondo State, noted, “We should work towards integrating the policies and politics of the late Chief Obafemi Awolowo and continue from where the late sage’s policies that made the South-West the leading light among other regions in the country stopped.”
Mimiko congratulated the two visiting governors on their victories at the courts, and stressed the urgent need for regional integration to be coordinated by them for the benefit of the people of the South-West.
Mimiko said the governors would work on a zonal rail-line and zonal power plant that would guarantee the economic development of the people.
The governor advised his colleagues to create policies that would alleviate poverty so that the states would become global economic players in the future.
Mimiko also said the governors should allow their people to feel the effect of governance so as not to have a sense of disconnect between government and the people who voted them into power.
He regretted the fall in the standard of education among the students of the zone, and advised that they should focus on education, health and information and communication and technology among others.
He said, “We must think of economic collaborative effort. We must have a Yoruba rail-line, generate electricity and create markets for investors. We must resume the path to development.”
Mimiko urged his colleagues to utilise every opportunity available to them to push for the practise of true federalism where the states would be able to use resources at their disposal for the benefit of the people.

Senate approves life allowances for Gowon, OBJ, IBB, others •Wives, children too

THE Senate, on Wednesday, approved life allowances for all former presidents, military leaders, Senate presidents and their deputies, Speakers of House of Representatives and their deputies, as well as former chief justices.
Also to benefit from the life allowances are the wives and children of late and living former presidents and vice-presidents.
The allowances will be incorporated in the annual budget of the Federal Government, which will make provision for their remuneration.
This was sequel to the passage of a Bill for Act to provide remuneration for former presidents, heads of federal legislative houses and chief justices of the federation (and other Ancillary Matters) 2010.
Consequently, Generals Yakubu Gowon, Muhammadu Buhari, Ibrahim Babangida, Murtala Muhammed, Olusegun Obasanjo, Sani Abacha and Abdulsalami Abubakar, would be beneficiaries, all being ex-military heads of state.
All the children and the wives of Alhaji Tafawa Balewa, Nigeria’s first Prime Minister and Dr Nnamdi Azikiwe, first Governor-General and the late military leaders, Generals Murtala Muhammed and Sani Abacha were included in the life-long benefit.
Also included are former Senate presidents, Anyim Pius Anyim, Adolphus Wabara, Ken Nnamani, current president, David Mark and their deputies. Past and present heads of the House of Representatives and their deputies are also part of the benefitting public office holders.
In the former amendment to Section 84 (5) of the Bill by the Senate, payment of remunerations and allowances were restricted to only elected former presidents and the vice-presidents.
According to the Senate, all the beneficiaries are to be “paid up-keep allowances from time to time by the Revenue Mobilisation Allocation and Fiscal Commission and shall be approved by the National Assembly.
“They are also entitled to the perquisites of office as recommended from time to time by RMAFC and approved by National Assembly.”
The bill stipulated that members of the families of the deceased former presidents and their deputy presidents shall be entitled to annual payments as shall be recommended by RMAFC and approved by the National Assembly and in a manner prescribed by the National Assembly.
It added that “the allowances specified shall be applied for the upkeep of the spouses and education of the children of the deceased former presidents and deceased former vice-presidents up to the university graduate level or its equivalent.”
However, sub-section 3 of the bill states that the allowance specified shall cease upon the death of the last spouse of a former public office holder.
The bill scaled the crucial second reading on Wednesday, May 27, 2009 and was then referred to the Committee on National Planning, Economic Affairs and Poverty Alleviation, chaired by Senator Zainab Kure, for further legislative action.

The level of poverty we are witnessing in the West in recent time has never been seen before. In the coming years the number of suicide will increase simply because people are not used to poverty that has became way of life in most developing / over developed economies. (Developing is a derogatory word to use for nations that gave birth to new nations - How can they be developing - May be we should carve the new wordings (over-developed).
Why despite the level of poverty in Africa for example people are not taking to the streets or committing suicide? The reason is simple - As I compose this thought, there are few Africans faming for sustainability using hoes and cutlasses, that is no longer possible in the West where their heads had been taken away from them by their governments and they could no longer think on their own outside the social security norms that handover food ticket to them.
Is there a lesson in all this for Africans? Time we tell but not as we are hyping everything West!

Another Consensus Option Coming•As Northern Leaders Insist Jonathan Drops Presidential Bid

Another form of consensus option is set to emerge on the political scene, following the understanding reached by some leading political figures to adopt what is called a “national consensus candidate.”
The bid is said to be a response to moves by the Northern Political Leaders Forum (NPLF) led by Alhaji Adamu Ciroma to ensure the emergence of a single aspirant among the presidential hopefuls who are members of the Peoples democratic Party (PDP) from the North.
Investigations by the Saturday Tribune revealed that the top political figures had compiled what looked like a record of performance of each of the notable aspirants within the PDP and other major parties and have come to the realisation of the need to burst the persistent ethnicisation of the electoral process, ahead of the 2011 election.
A source, in the know about the deal, said that the leaders preferred to keep their names out of print for now and that the political figures are already working out a committee that would be similar to the 17-member Consensus Committee raised by the Ciroma team.
“Worried by the threat to Nigeria’s stability and the need to overhaul the political setting as far as the 2011 race is concerned, a team of elders is working on the emergence of a national consensus candidate, as opposed to the sectional consensus candidate being worked on by some northern leaders,” a source said.
Other sources with knowledge of the development said that the team of leaders had met more than twice on the idea and that they have already put together what could stand as an assessment of each of the leading aspirants.
One of the conditions, according to the source, is that the candidate that would be adopted for 2011 may be asked to stand for election for only one term, while a younger candidate would be groomed to lead the consolidation of Nigeria’s development from 2015.
It was gathered that the prognosis of this team is swinging the direction of President Goodluck Jonathan, who will be presented the final report of the team.
The team is said to be of the view that if Jonathan agreed to quit office in 2015, he should be supported to lay the foundation for Nigeria’s true development, while younger elements like Mallam Nuhu Ribadu and Mallam Nasiru el-Rufai would be groomed to take charge afterwards.
The group is already sending signals to Jonathan that if he will stay in office only between 2011 and 2015, he should be named a national consensus candidate who will set the tone for Nigeria’s socio-economic growth.
It was learnt that the aspirants, already analysed by the group; include former Head of State, General Muhammadu Buhari; former military ruler, Gen. Ibrahim Babangida; former Vice President Atiku Abubakar; former National Security Adviser, General Aliyu Gusau; former anti-corruption chief, Mallam Nuhu Ribadu and the governor of Kwara State, Dr. Bukola Saraki.
It was gathered that the team had already discovered that besides the power of incumbency, Jonathan appeals to a group of Nigerians who want to do away with liabilities of the past.
On Jonathan’s Bid
The northern political leaders on the platform of Northern Political Leaders Forum (NPLF) are not about to give up fight on their demand for shift of presidential power to the northern region, and hence have started moves towards taking a court action on the issue.
The Forum led by Mallam Adamu Ciroma, Saturday Tribune can report, has started seeking legal advice on how to go by their resolve to seek judicial intervention on their demands, amid plans to drag the Peoples Democratic Party (PDP) to court
A top member of the Forum disclosed that once the elders got a peg of how to handle the litigation from suggestions by seasoned lawyers, including Senior Advoceates of Nigeria, they would not hesitate in proceeding to the court to challenge PDP on the issue of zoning.
The elders, it was learnt, are more interested in taking on the PDP on its constitution which they stressed recognised zoning, and the need to seek the court leave in compelling it to obey its constitution on the matter.
By implication, the North has now been leaving no stone unturned in ensuring that it gets back political power in 2011, following its conviction that any attempt by the PDP to make the incumbent president extend his government by 2011 meant that he would be doing so at the expense of the North.
More than three weeks ago, the NPLF, through Mallam Ciroma, had issued a week ultimatum through a press statement in which he called on PDP to prevail on President Goodluck Jonathan to withdraw from the 2011 presidential race, although Ciroma never specified any action his Forum would take at the expiration of the ultimatum
Already, some individuals had filed different applications in court on the issue of zoning, whereas the efforts being made by the northern leaders, according to some top shots, are meant to harmonise different views and positions on it and to approach the court as a formidable team.
The plan by the elders, as disclosed, is to mobilise most political juggernauts from the northern region to storm the court on the day the case would be presented to give an impression of seriousness on their preparedness to fight the issue of zoning to a logical conclusion.
The Forum on the other hand had initiated the process of picking a consensus representative among the four presidential aspirants who had collected nomination forms to run on the platform of PDP in 2011 presidential election.
Findings have, however, revealed that the elders who had commissioned a survey on the chances of each of the aspirants have been engaged in series of talks with each of them to accept any one of them who might have been selected by the 17 men saddled with the task of selecting the consensus candidate for the North.
As of the close of this week, the four aspirants, had restated their pledge to abide by any decision by the men on the issue of consensus candidacy for the North.

SA, Okah, IBB, Atiku, Group Behind Bombing

The Presidency is holding the Jacob Zuma led South African Government, Leader of the Movement for the Emancipation of the Niger Delta (MEND), Mr Henry Okah, former Military Dictator Ibrahim Babangida and former Vice President Atiku Abubakar responsible for today’s deadly bombing that killed 16 persons including one State Security Service (SSS) Assistant Director and a former EFCC operative.
Two car bombs exploded a few metres from the Eagle Square on Friday morning a few minutes after the militant group, MEND issued an emailed warning to invited guests to evacuate.
A highly placed security source who opted to remain anonymous told THEWILL a few hours after the explosions that intelligence reports obtained last week from a foreign European government intelligence unit showed that a political group with strong ties to Babangida and Atiku had paid the MEND leader close to $100 million dollars to truncate the 50th independence anniversary celebration of the oil rich nation in Abuja.
Acting on this intelligent, the Nigerian government contacted the South African Government for help to foil the attack. It was gathered that the SA authorities stormed the residence of Mr. Henry Okah two days ago in an early morning raid. The source said the Nigerian government was taken aback when the SA government curiously released Mr. Okah a few hours later which showed the SA government might have been a conspirator in the bombings.
"The South African Government has a hand in this act of terrorism perpetuated against innocent Nigerian souls. We gave them the intelligence we obtained from our Western ally. They acted on it and arrested Henry Okah and to our surprise he was quickly released," the source said adding that the Nigerian government is on the verge of severing diplomatic ties with the South African government for the deadly bombings.
"Our government will cut diplomatic relations with South Africa for this wicked act. The Presidency formally contacted the South African authorities on Friday night over this."
The source further said the aim of the bombings was to force President Goodluck Jonathan to cancel the 50th independence anniversary parade at the Eagle Square and create a feeling of insecurity hoping to eventually force the president to either resign or abandon his presidential bid for 2011.
Curiously, checks at the Eagle Square showed that all former living heads of state attended today’s anniversary ceremony except General Ibrahim Badamasi Babangida.
Those in attendance were General Yakubu Gowon, General Olusegun Obasanjo, President Shehu Shagari, General Muhammadu Buhari, Chief Ernest Shonekan and General Abdulsalam Abubakar.
Recall that General Babangida and Vice President Atiku Abubakar both declared their interest to run in the 2011 presidential election a few weeks. Both candidates have been strong proponents of zoning the presidential ticket of the PDP to the north. The have been very outspoken and often confrontational in asking the ruling Peoples Democratic Party (PDP) to present a northern candidate for the 2011 presidential election basing their argument on the party’s highly contentious zoning arrangement.
The National Working Committee (NWC) and the National Executive Committee (NEC) of the party had ruled that the party would abide by its zoning principle and also ruled that it is unconstitutional to ask President Jonathan not to contest in the poll is if he wanted to.
The Northern Political Forum Leaders (NPFL) comprising former Finance Commissioner, Alhaji Adamu Ciroma; former Senate President, Dr Iyorchia Ayu; and a some politicians from the north have strongly warned the president against joining the presidential race threatening to make the country ungovernable if he runs.
A few days ago, the group issued a statement accusing the president of falsifying history by declaring openly that zoning in the PDP does not include the office of President and the Vice President.
Meanwhile, the presidency today issued a strong statement condemning the bombing while commiserating with the families of those killed and wounded in the attack.
The source said President Jonathan was infuriated by the incident and has vowed to deploy resources to unmask the identities of those who masterminded the dual attack with the aim of bringing them to justice.
"The president has vowed that those who died will not die in vain. He has instructed security forces to leave no stone unturned in the search for those responsible for the murder of innocent Nigerians," the source said.
Attempts to reach presidential spokesman, Ima Niboro for comments were unsuccessful. Calls to both Babangida and Atiku's campaign organisations' spokesmen were not also responded to.
United States, United Nations Condemn Attack
Meanwhile, the United States government has also condemned the bombing. A statement from the State Department spokesman Philip Crowley said, "The United States condemns the bombings that took place this morning in Abuja marring the celebration of 50 years of independence.
"We express our condolences to the families of the victims and to the people of Nigeria on what should be a joyous occasion.
"This affirms the importance of Nigeria's upcoming elections. And we reiterate that violence has no place in political discourse in Nigeria or anywhere else," he wrote.
A statement issued on behalf of the UN Secretary General, Mr. Ban Ki-Moon via his spokesman, said: "The secretary-general condemns the car bombing today (Friday) near the venue of the National Day parade in (the capital) Abuja, which reportedly resulted in a number of deaths and destruction.
"The attack was particularly sad coming on the day on which Nigerians were celebrating the 50th anniversary of their nation's independence.
"The secretary-general expresses his sincere sympathy and condolences to the government and people of Nigeria and the bereaved families," the statement added.

Dora Akunyili’s Niece Arrested At Murtala Mohammed Airport, Lagos For Cocaine Smuggling.
Embarrassment appears a recurrent visitor to the nuclei family of the image maker of the Jonathan administration, the Federal Minister of Information and Communication in the person of Professor Dorothy Nkem Akunyili. This is following a sobering and highly embarrassing tell-all letter to Dorothy Akunyili by her nephew, Emeka Ezenwanne.
And then last week, August 28, 2010, the National Drug Law Enforcement Agency (NDLEA) disclosed to ukpakareports.com that a London based Nigerian spinster by the name Okpala Ifeoma Ethel was detected to have concealed narcotics through a body frisk at the Murtala Mohammed International Airport [MMIA] Lagos as she readied to board a flight to London on Arik.
Upon further inquiry by our correspondent, it was found that Ifeoma Ethel Okpala was the daughter of Dorothy Akunyili’s younger sister who is married to the Okpala family in Akpo, Aguata LGA in Anambra State. [The mother is reportedly gravely ill.] It was gathered through the NDLEA that upon her arrest she hid her town of origin in the attempts to mask her blood lineage to the image maker of the Nation, Dora Akunyili. She told her arresting agents during interrogation that she was from Ezinifite in Aguata LGA, Anambra. And so the arresting agents of NDLEA announced publicly that she was an indigene of Ezinifite. This in turn threw the Ezinifite community in London into a confusing shock - particularly because they were certain her roots were not Ezinifite. The president of Ezinifite town in London, Tochukwu Ezeoke and the Igwe of Ezinifite confirmed to ukpakareports.com that she not an indigene of Ezinifite.
She was nabbed with 1.525kg of substance that tested positive for cocaine during screening of passengers on Arik flight to London. She stated her age as 37 year old and works as a support worker [Nurse] in a London mental home.
The arrest was made following the discovery of some of the drugs by female officers during body frisk on her at the central screening area of the international wing. NDLEA checks uncovered that she ingested 20 wraps of the drugs weighing 300 grammes while 54 wraps weighing 1.225kg were packed and worn by her as diaper.
Okpala Ifeoma Ethel, before leaving Nigeria to live in London had worked for Dora Akunyili at NAFDAC. She is a 1997 graduate of Banking and Finance department of the Enugu State University of Science and Technology.
While under observation, she successfully excreted the drugs she ingested. The suspect allegedly smuggled the drug for a fee of 5,000 pounds with which she intend to holiday in the United States.
During interrogation, she regretted her action blaming it on greed. According to her, she earns 2,500 pounds monthly and should have been contented with her legitimate income. “It is difficult to believe that I could be convinced into trafficking drugs. I ingested 30 wraps and vomited 10 so I packed others as a diaper. I am ashamed of myself. I do not know what to tell my friends. I wanted to spend my holiday in the States and also buy some goods for sale in Nigeria. I have disappointed my friends. I hope my parents will find a place in their heart to forgive me” she lamented.
NDLEA Airport commander, Alhaji Hamza Umar described her action as shameful. “Drug trafficking is a shameful act. It is a criminal offence and those caught are ashamed. First, she has lost some of her rights and in addition, she will be prosecuted” Hamza stated. The commander also commended female officers of Federal Airports Authority of Nigeria (FAAN) for their cooperation towards the successful arrest.
Investigation revealed that she came into the country for a religious meeting at one of the Pentecostal churches. According to her, the devil lured her into the criminal act through lust for materialism. When she agreed to smuggle the drugs, her sponsors took the drugs to her hotel room in Lagos. At the hotel, she ingested some of the drugs and packed others on her body before heading for the airport to board her flight.
Chairman/Chief Executive of the Agency, Ahmadu Giade warned prospective drug couriers on the consequences of such criminal acts. “Those that are contemplating drug trafficking for whatever reason should also prepare their minds for arrest and prosecution by NDLEA. We shall continue to do our best and protect the country from the activities of drug barons and major drug traffickers” Giade stressed.
The suspect will soon be charged to court.

Are we back to a government of squandermania of the 1980's Shagari era?
Exhibit 1. The Government of President Jonathan Goodluck yesterday approved lots of contracts, the biggest of which was the purchase of three new jets for the Presidential Air Fleet. The planes include a Gulfstream G550 and two new Falcon 7X Aircraft. These will cost the country $154.3 million or N23.2 billion.
Interestingly the decision to purchase three new presidential jets came the same day it was reported that Africa’s most populous nation would have to borrow money to fund elections in less than six months.
The presidential fleet currently boasts of eight aircraft - including three jets. It consists of a 70-tonne Boeing business jet bought in 2006 by former President Olusegun Obasanjo. In addition, there are the Gulfstream V, and Gulfstream IVSP, and two Falcon 900s.
The Federal Government had proposed to buy four more aircraft for the presidential fleet, according to the 2010 Appropriation Bill recently passed by the National Assembly.

In a letter to the National Assembly dated August 4, 2010, President Goodluck Jonathan is requesting the legislature to approve external borrowing of $5.242 billion in addition to the present $4.2 billion foreign debt owed by the country.
I have the feeling that by the time Goodluck Jonathan finishes with Nigeria, not only will the treasury be empty, we will be at the pre-1999 level of debt.
Exhibit 1. The Government of President Jonathan Goodluck yesterday approved lots of contracts, the biggest of which was the purchase of three new jets for the Presidential Air Fleet. The planes include a Gulfstream G550 and two new Falcon 7X Aircraft. These will cost the country $154.3 million or N23.2 billion.
Interestingly the decision to purchase three new presidential jets came the same day it was reported that Africa’s most populous nation would have to borrow money to fund elections in less than six months.
The presidential fleet currently boasts of eight aircraft - including three jets. It consists of a 70-tonne Boeing business jet bought in 2006 by former President Olusegun Obasanjo. In addition, there are the Gulfstream V, and Gulfstream IVSP, and two Falcon 900s.
The Federal Government had proposed to buy four more aircraft for the presidential fleet, according to the 2010 Appropriation Bill recently passed by the National Assembly.

DIS MAN DEY TOAST US.
Just as we now have an Independent National Electoral Commission which is non partisan and headed by a credible person, we may need to work towards developing our National Electricity Regulatory Commission (NERC) into an independent body tasked with developing our power infrastructure. At the moment the commission's mandate is limited.... Such a commission like our dream INEC should be non partisan, professional and COMPLETELY separated from politics as well as independent of the government of the day. Power, like our Votes ought to be treated as an urgent security issue for it is vital to our nations stability, economy and social progress. For a nation to have steady power, there must be a consistent forward movement in policy and project implementation without policy uncertainty. We need to inspire confidence in those who want to invest in this sector such that International and national bodies and contractors who do business in our country can attest that when a contract is signed it will be implemented as agreed. Transitions from one government to the other irrespective of whatever political colouration or ideological leanings must not affect valid legal agreements. Just as I have signed the AMCON bill to bring about this type of stability and trust in our financial systems, I see a day coming when every aspect of our economy will be immune from unwarranted interference. CORRUPT OFFICIALS vs HE-GOAT.
Do you know that a corrupt person smells, perhaps worse than a full grown, long-bearded village he-goat?
Besides, corrupt public officers smart enough to escape the eagle eyes of the ICPC and EFCC, are likely to contend with the more drastic law of Karma. This explains why some children from wealthy homes suddenly run mad in the streets.
These were part of the scary revelations made by Prof Chinedum Adiele, the Abia State Umpire for the National Anti-corruption Volunteer Corps (NAVC), a programme of the ICPC, in a paper he presented recently at the inauguration of the Rivers State Chaplaincy of the Corps in Port Harcourt.
Starting with the lexical definition of corruption, Prof Adiele said a corrupt person smells. Quoting the New Webster’s Dictionary that describes the act as “changed from a sound to putrid state”, he told his crowd of listeners that, “putrid here means decaying, rotten, where dead animals are dumped”.
Adiele spoke of the terrible fate that awaits looters of public treasury even when they escape the long arms of state laws.
“Philosophically speaking, what it means is that if you are a corrupt person and maybe you have not been caught by either ICPC or EFCC, the law of Karma must catch up with you one day.
“Have you ever pondered over some young men from well-to-do homes who run mad in our streets, others with one nemesis or the other? It is simple. When you loot money that is meant for thousands of people to better yourself and family while others suffer, at the end of the day when you expect your children to be useful to you, you will be terribly disappointed. Why? Because whosoever (that) destroys in order to succeed, will meet destruction at the door of his success”.
Describing corruption as a wicked act, Adiele alleged that, “most of the past governors from the East are richer than the states they governed” adding that in some states, people are dying of hunger and starvation. He recalled a recent incident in a state capital when a pregnant woman slumped and died while going to see a family friend for assistance.
Also, the NAVC state umpire said corruption was mainly to blame for the high level of unemployment in the country where employees who qualify for retirement falsify their ages to prolong their stay in service.
“Our teeming graduates are unemployed because those who are due for retirement have continued to falsify their age declaration. Managing directors, managers, directors, supervisors, etc, are now in the habit of yearly swearing of affidavit of age declaration. How can the young then grow?”
Adiele, who described a corrupt person as a depraved mind, did not spare the audience in his condemnation of corrupt officials.
“As you are looking at me, most of you are sitting on some people’s promotion and entitlements. Pensioners die in tens on monthly basis waiting for the money they laboured for many years. What is more wicked and devilish than that? Whether you like it or not, corruption is not just dangerous, it stinks. If you are part of it, you better change now. What you make from corruption gives a temporary solution to everlasting problem.”
He reasoned that it takes a depraved leader or chief executive to fix workers’ salaries in a bank account “when the workers are gnashing their teeth” or ignore the tears and starvation of the masses and continue to enrich himself.
On corruption in the nation’s education sector, the top academic regretted that examination malpractice has fueled what “Exams malpractices have led to multifarious crimes in the society. Most of the crimes like armed robbery and kidnapping are perpetrated by so-called graduates. It has helped in producing paper qualification graduates without commensurate enterprising and entrepreneurial skill in personnel options.
“Exams malpractices have led to the death of numerous innocent people in the hands of quack doctors, nurses and other health providers”.
Adiele recalled a case in a hospital at Ekeakpara village where two medical doctors allegedly cut open a woman who went for appendicitis operation but could neither trace the ailment nor suture her.
“The woman, at the point of death, was rushed to another hospital. Those quack doctors have their certificates and passed out as medical doctors, only to set up hospitals that are suicide squads”.
He said: “some of these half-baked graduates have even ventured into academic settings, having unsuspecting students at their mercy, only for them to be roasted in the academic den by their shylock tutors”.
He told the story of a lady who passed out from one of the nation’s first generation universities with Second Class (Upper Division) in English Language, “but cannot write an application letter”.
He wondered what the country would have been like without such anti-graft outfits like the ICPC because, “most of the governors would have sold their states and traveled abroad”.

Fashola Advocates Derivation On Revenue
Lagos state governor, Mr Babatunde Raji Fashola(SAN) has advocated an increase in revenue accruing to states with natural resources, saying every state should be entitled to 25 per cent of what it has.
He faulted the present arrangement where revenue allocation to states is determined by the number of local governments and said allocation to states should not depend on number of local governments in a state.
Fashola also reiterated call for state police, stressing that
political and true federalism should be taken seriously in Nigeria where local governments should be within the jurisdiction of states.
He made the call during a public hearing on a bill for an act to alter the provision of the Constitution of Federal Republic of Nigeria 1999 and for other matters connected thereto at the Lagos State Assembly Complex Alausa, Ikeja on the 21st of June 2010.
The governor, who was represented at the event by Abdulateef Abdulhakim, said, "Every state should be entitled to 25 per cent of what it has, local government should be within the jurisdiction of states and revenue allocation should not depend on number of local governments in a state."
Fashola also faulted the present arrangement where democratic structures are affected during state of emergency and called for its amendment, saying state of emergency should not affect democratic structures in a state where such was declared.
While calling for state police, Fashola contended that such would give boost to crime prevention at the grassroots as such arrangement would enable state executives to combat crime upsurge in their respective
states.
Echoing similar sentiment, Senator Biyi Durojaiye in his submission said the present constitution which was documented by the military could not reflect the wishes of Nigerians. He said: "The constitution of today lies against itself because it was put up by the military. That is the reason we at NADECO have been calling for Sovereign National Conference (SNC). Section 215 (4) does not give governors power over the commissioner of Police; it should be looked into for amendment.
In his keynote address, Speaker, Lagos State House of Assembly, Hon Ikuforiji Adeyemi said the House would never pass a bill without listening to the inputs of those that elected them.
"We will always do things that will please the interest of the 18 million Lagosians. Though, it is not from either the state Executive or Legislature but from National Assembly, we can either accept or reject it and there are about 41 amendments. The constitution of a country is a law binding everyone together in that nation and if there will be any amendment, the people need to be carried along," he said. He continued: "As lawmakers, we believe that lots still need to be done; your opinion will be transmitted to the National Assembly. Your opinion is what will guide our responses to the National Assembly. Our opinion here today will go a long way in the final decision at the National Assembly."

leaders and other members of the public.

PRESIDENCY RACE.
An exciting election looms next year: no one knows who is going to run and, more importantly, who is going to win
President Goodluck Jonathan has a year to make good on his promises to tackle the electricity crisis, lead a credible anti-corruption campaign and implement the electoral and political reforms proposed by Justice Mohammed Uwais’s Commission (AC Vol 51 No 8). National elections are due by June 2011. By December 2010, it will be clear whether Jonathan’s government lives up to its promises. The combination of a sustained improvement in electricity supply and organising free and peaceful elections would give him something approaching heroic status. His associates say that he is serious about reform but complain that the government is undermined by vested interests and political deals.The difficulty with pushing through reforms within six months is that the governing People’s Democratic Party (PDP) is due to hold its national congress in November to choose a presidential candidate. If Jonathan wants to run, he and his colleagues will be distracted by politics and the resulting deals could scupper serious reform. It is not clear how party rules on the candidacies will work. A careless official in his camp told journalists that Jonathan had every right to stand in next year’s presidential election and that he would vote for him. He later returned to insist he was speaking purely in a personal capacity.
PDP barons talk of a gentlemen’s agreement under which the party leadership, and so the presidential candidacy, alternate between north and south. Given that the late President Umaru Musa Yar’Adua, from the north-west, served barely three-quarters of a term, the logic is that a candidate from the north should succeed him in 2011. Jonathan’s camp is quietly testing the waters.
As his Vice-President, Jonathan chose the little-known Mohammed Namadi Sambo, former Governor of Kaduna State. A day before the announcement, Sambo had led a group (including Mallam Nasir el-Rufai, the self-exiled ex-minister and Yar’Adua’s most vocal critic) to offer condolences at the President’s residence. El-Rufai has returned to help push the reform of the PDP. In Kaduna, the impact of Sambo’s promotion is unfolding. Patrick Yakowa, the new Governor, a Christian from southern Kaduna, has to choose a Muslim deputy. Several factions are competing and their squabbles may jeopardise security, Sambo’s most palpable achievement in the state.
The vice-presidency is a robust launch pad for a presidential bid and several ambitious politicians would like to see Sambo fail. Among them are Gombe Governor Danjuma Goje; Muktar Shagari, Deputy Governor of Sokoto State and son of ex-President Shehu Shagari; and Ahmed Makarfi, a senator and one-time Governor of Kaduna. In 2007, then President Olusegun Obasanjo backed Yar’Adua rather than Makarfi, who is seen by some as a closet Islamist and whose health is in doubt; he was flown abroad late last year for three months of treatment.
Given the squabbles within the PDP and the north, Mahmud Yayale Ahmed, Secretary of the Federal Government, would have been the safest choice as Vice-President. He is a true civil servant, unlikely to rock the boat – but not a card-carrying member of the party in power. National Security Advisor Aliyu Mohammed Gusau is preparing for a presidential bid in 2011. Michael Are, former Director General of the State Security Service under Obasanjo, is Gusau’s deputy. The presidential ambitions of Bukola Saraki, Chairman of the Governors’ Forum, are as strong as ever.
Yet the PDP has been changing, even in the three weeks since Yar’Adua’s death. Nigeria’s political commentariat believes that a clean-out of thieves and thugs is overdue. A deadlock among the northern candidates could position Jonathan as a trusted compromise candidate from the ‘South-South’. At a conference on Nigeria in Washington in late April, Obasanjo said, ‘There’s no arrangement that precludes any Nigerian from contesting or from becoming the President of Nigeria.’ In effect, he was supporting Jonathan’s right to run, calling for abrogation of the informal north-south pact and insisting that politicians of his generation must allow younger ones their chance.
Jigawa Governor Sule Lamido has ruled himself out as ‘too old’ and ‘too analog’. He insists, though, that the next president be from the north. Mu’azu Babaginda Aliyu, Niger Governor and Chair of the Northern Governors’ Forum, says the candidate can come from any part of Nigeria, as long as he’s not ‘riff-raff’.
The influential northern socio-political Arewa Consultative Forum seeks a credible, competent northern candidate, while for now supporting the elderly respected technocrat, Bamanga Tukur, a member of the Presidential Advisory Committee. He could serve as a stopgap. The ten-year-old Forum might then throw its weight behind Kano Governor Ibrahim Shekarau, a 55-year-old civil servant-turned-politician, who has just been blessed by the Sultan of Sokoto as the Sardauna of Kano, a time-honoured but now honorary title.
Shekarau, a two-term Governor from the All Nigeria People’s Party in a supposed PDP stronghold, ensured that votes counted, a policy which gave him an unprecedented two terms in office. He espouses A Daidaita Sahu (‘attitudinal change’), a concept that denounces lawlessness, corruption, almajiri (begging), talla (girl-child hawkers), maula (parasitism) and daba (thugs) as signs of the breakdown of ‘the attitudinal infrastructure’.

2011: Groups on collision path over IBB

The Youth Network for IBB 2011 and the National Democratic Forum have disagreed over the purported presidential ambition of the former military president, Gen. Ibrahim Babangida.
The youth movement had planned to launch its sensitisation rally towards IBB‘s presidency, while the NDF had vowed to lead a group to stall the comeback bid of the former despot.
The two groups spoke at different forums in Minna, Niger State capital on Friday, through the National Secretary of the Youth Network for IBB 2011, Mr. Mohammed Buhari, and the National Coordinator of NDF, Mr. Jonathan Vatsa.
Buhari told journalists in Minna that the group had met with IBB and concluded arrangement to flag-off the sensitisation campaign in one of the South-Western states in the next two weeks.
He described the prevailing rot in the nation as a major factor necessitating the need for Babangida to come out and contest the 2011 general elections, adding that the former military president had studied the nation‘s situation and would properly address the myriad of problems confronting it.
Vatsa, in his reaction, however decried the comeback bid of IBB, stating that those making such calls were enemies of the people.
He said, “Those making the calls are enemies of the country and are interested in causing confusion. We need to move away from the old brigade.
“The likes of IBB should retire for the younger generation and should learn from a nation like United States where Obama holds sway.

The Youth Network for IBB 2011 and the National Democratic Forum have disagreed over the purported presidential ambition of the former military president, Gen. Ibrahim Babangida.
The youth movement had planned to launch its sensitisation rally towards IBB‘s presidency, while the NDF had vowed to lead a group to stall the comeback bid of the former despot.
The two groups spoke at different forums in Minna, Niger State capital on Friday, through the National Secretary of the Youth Network for IBB 2011, Mr. Mohammed Buhari, and the National Coordinator of NDF, Mr. Jonathan Vatsa.
Buhari told journalists in Minna that the group had met with IBB and concluded arrangement to flag-off the sensitisation campaign in one of the South-Western states in the next two weeks.
He described the prevailing rot in the nation as a major factor necessitating the need for Babangida to come out and contest the 2011 general elections, adding that the former military president had studied the nation‘s situation and would properly address the myriad of problems confronting it.
Vatsa, in his reaction, however decried the comeback bid of IBB, stating that those making such calls were enemies of the people.
He said, “Those making the calls are enemies of the country and are interested in causing confusion. We need to move away from the old brigade.
“The likes of IBB should retire for the younger generation and should learn from a nation like United States where Obama holds sway.

Ola Kassim arguing brainlessly like Obasanjo his benefactor comparing apples with oranges. It was Obasanjo who touted the budget of the New York Fire Service in his clever by half attempt to justify his ineptitude. The Governors in Nigeria are stealing their states blind and the need of the states are great.
Ola Kassim, will a driver employed in your Canada also pound yam, wash Oga;s car, wash Madam and the children's clothes on the same salary as the Driver employed in Osogbo?
There is no basis for comparison. Nigerians abroad should help at home and at the same time hold their political leaders accountable. Both must go pari-passu and comparing Toronto with Osogbo is a No brainer!
Simple issues should not be turned into big ones simply to test one's ability to reason or debating skills.

NO LONGER AT EASE.

You guys don't understand how the Yoruba psyche and culture works. It's not like the Igbo.Yes, Awolowo was the most accepted and respected Yoruba leaders in recent times. But he could not arrogate to himself the right to speak on behalf of the Yoruba - even if he promised the Igbo heaven and eartjh, he was speakingas Obafemi Awolowo, and not on behalf of the Yoruba.You would have noticed that most Yoruba did not accept Abiola or Olusegun Obasanjo - they were too pro-north for the avergae Yoruba.
Similarly, many parts of Yoprubaland did not see Obafemi Awolwo as a "Yoruba leader" , the way the Igbo see Ojojkwu, Opara, or Azikwe as their 'leaders'.
In Ondo, Owo, and Ilesha, despite the poipularity of Awolowo's free education policy, Awolwo was always referrd to as "that Ijebu or that Okenne man", never as "leader of the Yoruba"Of the 'Action Group' poltical party, yes!
But that's a different mattere. Many Yoruba were more interested in their business, and in the education of their children than in politics.
Don't judge the Yoruba by your own Igbo parameter. We are different. Period!
